I tarred up ~epedrett/control/astropci-rtai and ~mircdev/control/astropci-rtai, and /usr/local/bin/* executables

LOTHLORIEN:

Here is my attempt to backup the lothlorien python code from the 'observe' account. this contains .pythonrc.py, .bashrc, and mirc_python directories. I think everything works here.
